About Ali

Ali is the managing partner of McKinsey’s Ankara office. He leads McKinsey’s Public Sector, Social Sector, and Healthcare Systems & Services Practice in Turkey. Ali is also coleads McKinsey’s Life Sciences Practice in the Eastern Europe, Middle East, and Africa (EEMA) region and is an affiliate of the Organization Practice in EEMA.

During his tenure at McKinsey, he has served in over 100 projects for clients globally in the public, social, and healthcare sectors (for clients such as governments, state-owned entities, funding agencies, providers, and payers), focusing on economic development, strategic public–private partnerships, organizational and operational transformation, growth strategy, and financial sustainability.

Ali has special expertise in technology development, productivity improvement, localization, and economic development strategies. He has also delivered lectures on technological evaluations of drugs, medical devices, and health services at Istanbul Medipol University Master’s Programme on Health Economics.

Examples of Ali’s recent work include the following:

  • implementing a major transformation program within the Turkish Ministry of Health, including development of the 2018–22 strategic plan and second phase of health transformation in Turkey, which included analysis of all healthcare facilities in Turkey, setting up a delivery unit at the ministry, transformation of primary care services, designing performance management system, analysis of healthcare information systems, and improving the public-private partnership (PPP) management system of new city hospitals
  • designing a project pool for the Turkish Ministry of Industry and Technology covering automotive, machinery, electronic, chemistry, pharmaceuticals, food, and beverages sectors in Turkey and defining a digitalization path for these sectors
  • establishing a lean and digital manufacturing platform for Turkish small-to-medium-size enterprises to help improve the country’s productivity levels
  • supporting the regional resilience strategy for Turkish municipalities in response to the elevated influx of Syrian refugees
  • analyzing the economic and social impact of transportation and communication investments held in Turkey between the years 2003 and 2016 for Turkish Ministry of Transportation and Communication
  • developing the economic development frameworks for Jordan and Saudi Arabia, using advanced technologies in pharmaceuticals and ICT sectors
  • supporting Saudi Arabia to develop regulatory authority to oversee food and drug safety, focusing on organizational setup, process design, IT design, capability building and training, and implementation planning
  • developing the PPP models for implementation of primary-, emergency-, and secondary-care healthcare services for the Saudi Ministry of Health, and developed guidelines for effective management of planned projects in selected PPP model
