We are committed to supporting the leaders and public servants who are navigating the humanitarian and economic crises caused by the COVID-19 pandemic. We have supported them with management and organizational expertise, and analytical capabilities to help inform their decisions. With teams that include supply chain experts, data scientists, program managers, colleagues with clinical and public health backgrounds, and many others with relevant experience, we are currently serving state and federal agencies in the United States in the following ways:
- Helping with Data and Analysis. We work to equip decision-makers with facts, including data, analyses and scenarios, to enable them to make informed decisions.
- Example: We are helping to provide clients such as the US Department of Defense, the Commonwealth of Virginia and state of New York with data modeling, analysis and related scenario planning to inform their decisions on testing and supplies and to enable them accurately to assess health and hospital systems’ capacity.
- Building Organizational Capabilities. We help decision-makers move quickly in the face of a crisis by designing operating models and sharing organizational practices that have been proven to speed citizen services across the public and private sectors.
- Example: We are assisting clients, including the US Food and Drug Administration and the Commonwealth of Massachusetts, as they establish and manage command centers and integrate and analyze data from multiple sources.
- Supporting Execution and Operations. We help agencies implement the decisions made by their leaders.
- Example: We are working with clients, including the Commonwealth of Virginia, as they address challenges in sourcing medical and personal protective equipment, including through the identification of possible new supply sources.
- Helping to Assess Economic Impact. We support leaders in their efforts to understand the economic impacts of the COVID crisis and identify ways to promote economic recovery.
Additional representative examples of our work include:
US Department of Veterans Affairs (VA)
- Providing facts and analysis to enable the agency to make informed decisions for veterans and others who depend on the VA.
- Undertaking data and scenario analysis to help the VA better understand the COVID-19 outbreak’s potential impact on the VA’s enrollees and medical centers. Initial work includes modeling and scenario analysis pertaining to epidemiology and the availability of workforce, supplies, and capacity.
US Department of Health and Human Services (HHS) / Federal Emergency Management Agency (FEMA) in Support of the Federal Government’s Coronavirus Task Force
- Under the direction of the supply chain working group, helped identify potential methods to address the shortage of critical medical supplies for patients and frontline healthcare workers.
- Under the direction of the healthcare resiliency working group, helped identify potential strategies to address the strains on the healthcare workforce and on healthcare capacity, including through the stand-up of alternative healthcare sites.
Commonwealth of Virginia
- Estimating current health system capacity gaps in Virginia under different epidemiological scenarios.
- Identifying approaches to increase personal protective equipment (PPE) capacity, across supply and demand, and supporting the state to kick-off an integrated program.
- Providing the state with supply chain and logistics insights and best practices.
State of New Jersey Office of Emergency Management, Department of Health, Department of Human Services, and Economic Development Authority
- Scaling the volume of COVID-19 diagnostic testing in the state, including for vulnerable populations, essential workers, as well as other symptomatic and asymptomatic populations.
- Increasing healthcare capacity to care for COVID-positive patients, including personal protective equipment, ventilators, acute care beds, and healthcare workforce.
- Providing fact-based analysis to support the state’s decisions, led by the department of health, regarding relaxation of constraints on social and economic activity.
State of Washington Office of Financial Management, Employment Security Department, and Health Care Authority
- Helping to identify and reduce fraud for the Employment Security Department’s Unemployment Insurance Program, to ensure Washingtonians receive benefits quickly and in support of state efforts to clear a backlog of cases.
- Analyzing and bringing together various health, economic and other data in Washington State and across the country at a state and county level, to support state leaders as they approached decisions on a wide range of issues that would help minimize potentially adverse health outcomes and protect the livelihoods of Washingtonians.
- Evaluation of the potential to link public health lab reporting data with Medicaid data for the Health Care Authority, and support in a proof of concept, intended to improve information available for COVID-19 contact tracing and therefore potentially reduce the spread of the disease.
State of Maine Department of Labor
- Providing the Department of Labor with analyses and dashboards to monitor unemployment insurance claims backlog and payments.
- Identifying operational improvements to help address a backlog of unemployment claims due to COVID-19 surge and create additional capacity for addressing future potential surges.
- Advising the Department on their assessment of potential fraud issues related to unemployment claims and developing analytical models and processes for mitigating fraud.
- Helping to manage backlog and future call volume through improvements to communication and user journey design.
At the same time, we have mobilized quickly to support state and local leaders in their respective communities on their response and recovery efforts. To expedite and improve our impact, we are partnering with several community-focused organizations.
These efforts allow us to immediately provide meaningful support to organizations in the communities they serve. The following is a list of representative local engagements and will be updated regularly:
The United Way of Greater Los Angeles
- Established a Nerve Center model, and provided real-time analytical insights, for the Los Angeles Homeless Services Authority (LAHSA) to draw on in supporting people experiencing homelessness in LA County.
- The support sought to enable rapid stand-up of temporary safe housing and hygiene options for people experiencing homelessness during the COVID-19 outbreak.
The United Way of Greater Philadelphia and Southern New Jersey and The Philadelphia Foundation
- Provided support in the standing up of the PHL COVID-19 Fund. The Fund is dedicated to providing critical support to non-profits in the greater Philadelphia area that are serving the most vulnerable populations affected by the COVID-19 crisis in the region.
- Supporting the leadership and central program office to help the Fund operate as effectively and efficiently as possible.
Dallas Citizens Council (DCC)
- Provided the data and supported DCC in designing and launching a series of interventions to support small and medium-sized businesses in Dallas during the COVID-19 public health crisis.
- In conjunction with DCC and other community partners, launched a web portal to assist businesses with access to coaching, relief funds, service discounts, safeguarding protocols, and PPE.
- Helped DCC establish the operational structure for ongoing support to small and medium businesses in Dallas.
Civic Consulting Alliance
- Provide data and analysis to support the Economy 2030 effort in developing strategies to drive inclusive growth.
- Assess COVID-19 related impact to citizens of Chicago and surrounding region, applying an equity lens to help city and business leaders understand which communities are most vulnerable from an economic development perspective.
- Economic analytics work supported a number of efforts including COVID-19 recovery planning.
San Diego Regional Economic Development Foundation
- Providing economic recovery perspectives for San Diego's highest impacted sectors, including sector-specific frameworks and considerations.
- Supporting relief and restart efforts for small businesses, and identifying potential actions that the EDF leadership team and broader San Diego business community can take to aid in stimulating the local economy.
Greater Phoenix Economic Council
- Analyzed potential impact of COVID-19 on Arizona’s Small/Medium Businesses (SMB), and identified possible interventions to spearhead near-term SMB recovery across various COVID-19 scenarios.
- Identified potential actions to reduce vulnerability for different types of SMB based on their profile.
- Defined potential economic response strategies, based on region-specific needs for Greater Phoenix.
- Undertaking fact-based scenario analysis to help the Stamford business community understand the potential economic impact of COVID-19 and key drivers.
- Providing insights from the actions of communities around the world to inform the City’s short-term and long-term economic recovery.
