Who You'll Work With

You will be based in our Brussels office as part of McKinsey’s Social Sector, Healthcare and Public Sector Entities practice. 
This group provides management consulting services to governments and social sector agencies at all levels in the European region. 
You will join a team of enthusiastic and driven proposal professionals. You will be involved in strategic discussions as you partner with consulting teams and the sector and practice leaders to expand the firm’s impact in the region. You will report directly to the European proposal manager. 
SHaPE practice has conducted more than 3,400 public sector client engagements in over 90 countries on all continents during the past 5 years. It has 10 different service lines, including, but not limited to public finance, defense and security, and infrastructure and cities. Each of these service lines has delivered a significant impact; they have an unrivalled knowledge base, supported by proprietary tools, cutting-edge research, and advanced analytics capabilities.

What You'll Do

You will serve as a key thought partner with our practice leaders and consultants to expand the firm’s impact within Europe and in particular for our EU Institutions clients, by playing a key role in generating proposals in support of new engagements. You will focus on developing high-quality compliant and compelling proposals in cooperation with the client service teams (80%) and developing and maintaining knowledge for use in proposals (20%).
You will monitor EU tenders issuing and distributing EU tender documents to the appropriate colleagues, guiding them in the assessment of the opportunity and supporting them in their bid decisions.
You will understand the objectives and requirements of the RFP and formulate a view about what it will take for McKinsey to win the procurement and create work plans and align resources to complete the work of drafting high-quality proposals on time, ensuring end-to-end coordination and delivery of proposals. You will facilitate reviews with Risk, Legal, Contracts, and other firm functions as needed and orchestrate communications/ visual media specialists to produce high-end proposals.
You will write select elements of proposals (e.g. CVs, case studies, value propositions), review proposals at different stages of the drafting process, and help the subject matter experts make course corrections where necessary. This includes challenging the proposal development team and Partners when appropriate, you will ensure technical compliance of proposals – prepare and own submission of all technical compliance documents (e.g. administrative certificates, selection criteria documentation).
You will contribute to the maintenance of a repository of ready-to-use ‘standard’ proposal ingredients, ensure client development best practices are codified and lead the preparation of high-end proposal materials including ‘new-age’ documents, CV books, case studies, videos, and references library. You will maintain complete, accurate, and up-to-date proposal, subcontract and contract files on a real-time basis.

Qualifications

  • Bachelor's Degree
  • 7+ years of experience in public sector proposal development; experience at large professional-services firms preferred
  • Deep knowledge of EU contracting; deep understanding of the EU procurement administrative procedures; experience with government procurement is also a plus
  • Exceptional interpersonal skills
  • Extensive experience with complex public, healthcare and social sector procurement processes and procedures, ideally within EU institutions
  • Experience with the entire proposal development process including the demonstrated ability to produce compliant, responsive and compelling proposals
  • Ability to interact collaboratively with consultants, forging effective relationships across our client service teams
  • Ability to work with subject matter experts and leadership to develop non-technical sections of the proposal content including past performance, staffing, resumes and executive summary
  • Power-user with deep proficiency in Microsoft Word, PowerPoint, Excel as well as Adobe Acrobat
