Proposal Manager - Public Sector

You will be a key member of the Proposal Management team in the Social Sector, Healthcare and Public Sector (SHaPE) Practice at McKinsey North America. McKinsey's SHaPE Practice provides management consulting services to government and social sector agencies at all levels in the North America region. To support further growth, the practice is seeking a proposal manager, to be based in Washington D.C Office and focus on proposal development for US-based government entities.

Who You'll Work With

You will report directly to the North America SHaPE Proposal Team Lead and join our enthusiastic and driven global SHaPE practice team and network of proposal professionals. You will be involved in strategic discussions as you partner with consulting teams and the sector and practice leaders to expand the Firm's impact with public sector clients. 

What You'll Do

You will play a key role in proposal management and client development. Your focus will be on driving end-to-end proposal development and management for international development-focused clients (80%), and creating and maintaining a library of proposal materials (20%).
In proposal support - you will help partners and teams win proposals by managing development of high-quality proposals. On a specific proposal, you will manager the end-to-end development process, starting with leading a kickoff meeting to define our value proposition. The work will involve interpreting RFP requirements, establishing a working rhythm, and supporting partners in facilitating the proposal development team. As the expert in international development and donor procurement, you will coach teams on industry best practices and methods for proposal writing. 
You will lead and manage the proposal process, to include assembling and reviewing proposals drafts, editing material, and ensuring final formatting and layout of proposals in preparation for production. Working collaboratively with teams, you will also develop content for non-technical portions of the proposal response such as capability statements, staffing, risk management, resumes, and reference cases, and ensure compliance with client requirements. You will also coordinate with teaming partners to ensure all critical information is included in the proposal.
In infrastructure support - you will build and strengthen the SHaPE Practice's proposal infrastructure and institutional capabilities and processes. You will create a proposal library of best practice working and guidance, develop and maintain a database of proposal activity and client feedback, and analyze and report on activity and trends to North America SHaPE leadership. 


  • Bachelor's degree 
  • 3-6 years of experience in end-to-end public sector proposal development; preference for experience at large professional services firms 
  • Experience developing proposals for US government entities
  • Experience with entire proposal development process, including the demonstrated ability to produce compliant, responsive, and compelling proposals 
  • Ability to interact collaboratively with consultants, forging effective relationships across our client service teams 
  • Ability to work with subject matter experts and leadership to develop non-technical sections of the proposal content including past performance, staffing, resumes, and executive summary 
  • Ability to complete tasks in a fast-paced, deadline-driven environment
  • Excellent organizational, verbal, and written communications skills
  • Power user with proficiency in Microsoft Word, Power Point, and Excel as well as Adobe Acrobat 
  • Shipley trained and certified, preferred 
  • US Citizenship required
