Reopening higher-education institutions amid COVID-19

Ten considerations for leaders

Reopening institutions of higher education amid COVID-19 is a uniquely complex problem. As higher-education leaders develop their strategies for safely returning to campus after COVID-19, in line with their missions and priorities, they may wish to account for certain matters. This document is meant to help them do that, with decision-making frameworks, guidance, and examples from more than 60 institutions, including governments, public-health organizations, universities, and private organizations. It covers the following ten priority considerations:

Local conditions and health-system capacity

Testing, tracing, and other protections

Protection for vulnerable populations

University safeguards

Scenarios for reopening

Maximizing mission in the next normal

Detailed operational planning

Governance and compliance

Financial impact and mitigation

More documents with additional details on these ten considerations will be coming soon.
