About Elena

Elena joined the Moscow office in 2001. She specializes in projects for the public sector, including improving public regulation, planning and executing reforms, developing growth strategies for regions, industries, innovation clusters and development institutes, as well as improving the efficiency of public administration.

She is a member of McKinsey’s Public Sector practice.

Examples of recent projects:

  • design of a development program and strategy implementation for a leading Russian bank;
  • design of a transport development strategy for a Russian region;
  • development of an integrated economic reform package for a European country;
  • support for policymakers as they developed legislation on key structural reforms;
  • Development of measures to deal with the impact of the economic crisis and to enhance long-term competitiveness.

Before joining McKinsey, Elena was CEO of Iridium Eurasia, the Russian operator of the Iridium satellite communication system.
