February 2011
The greenhouse gas abatement cost curve developed by McKinsey &
Company has been a useful tool for many countries and organizations

better land efficiency, in tropical countries. The
methodology has been applied at national and provincial levels in
Indonesia, where it has proved a useful input into the climate change
mitigation process. But the methodology has also attracted many
questions. This paper explains how the cost curve methodology is best
used, and the way it can most usefully be an input into economic
planning, particularly for low carbon development.
