About Francisco
Francisco is a principal in McKinsey’s Lisbon office and is co-leading the development of our practice in Angola. He leads McKinsey’s Public Sector Practice in sub-Saharan Africa, as well as our emerging markets tax work. Francisco also has extensive experience in financial services.
Francisco’s public-sector work includes designing a country-level strategy for public–private partnerships to accelerate economic development; supporting the re-launch of a national shipping line; conducting an in-depth diagnostic of improvement opportunities in a country’s health system; and designing a powerful IT-enabled system to track an African government’s plan across all key ministries.
A particular focus of Francisco’s work is on strengthening public finances and tax systems, mostly in emerging markets. His experience includes conducting a high-level diagnostic of a European country’s tax administration and prioritizing actions to improve revenue; and helping design and implement a fully-fledged tax reform program in another country.
In financial services, Francisco has worked across every functional area, designing and implementing strategies for different segments, channels and products, with particular emphasis on risk and marketing topics. Francisco previously led the McKinsey practice work on consumer insights in banking, and he is an active member of our marketing in banking group.
Francisco is passionate about building capabilities among his clients and colleagues, and has been a leader of McKinsey’s learning programs for ten years.
Francisco enjoys playing bridge and was previously Portugal’s junior national bridge champion.
