About Samuel

Samuel is a senior expert in the Infrastructure practice. He leads the firm’s global client work on roads.

Based in Copenhagen, Samuel regularly advises infrastructure and transport developers, investors, and operators, as well as government agencies, across Europe, the Middle East, and the United States. He specializes in road and railway planning and maintenance, operational improvement efforts, strategic purchasing for capital intensive projects, and due diligence. Examples of recent projects include:

  • Supporting a government on an infrastructure planning effort that addressed, among other topics, the long-term mix of different modes of transport
  • Assisting a client in developing investment processes to improve budget compliance, cost-value tradeoffs, and intervention in projects that go awry
  • Helping a transportation agency improve its maintenance of roads, with a particular focus on life-time optimization, the appropriate mix of proactive versus reactive maintenance, and the most advantageous technology choices (e.g., what asphalt to use on what roads)
  • Advising a transportation agency on how to improve operations; specific topics included standards for road operations and traffic control for rail
  • Supporting a transportation operator in developing a procurement strategy to address supplier markets and improve the sourcing of key materials, such as bitumen and gravel
  • Helping a transportation agency reduce administrative costs 
  • Assisting a transportation infrastructure owner in developing a sourcing and contracting strategy and supporting negotiations for a $3.5 billion capital expenditure investment
  • Helping various clients perform infrastructure due diligence efforts on a variety of topics; specific efforts included forecasting traffic needs and revenue and optimizing the configuration of a toll road.

Samuel is a member of the Danish Foreign Policy Society’s board of directors.
