Parker is a leader in the Infrastructure practice, where he focuses on social infrastructure projects, such as hospitals, schools, community centers, and other public buildings. Based in Houston, Parker has a strong background in operations, particularly in the areas of capital productivity, contracting and contractor management.

Having served numerous clients in capital-intensive industries, Parker specializes in maximizing value while managing complex projects. In a recent project for a leading national public hospital operator, Parker helped the client develop a sourcing strategy for its major construction materials. By implementing best practice procurement approaches across the client’s entire portfolio, the client maximized its influence with vendors. At the same time, Parker supported the client in optimizing and standardizing its specifications. Average material prices dropped by 10-15%, and the client’s costs fell an additional 5%. Parker recently worked with a national chain of private hospitals in the U.S. to improve and standardize the design of patient rooms, corridors, offices, and other common elements. This effort improved safety, efficiency, and satisfaction for both patients and clinicians and concurrently, reduced construction costs by approximately 25%.

In addition to his work in the infrastructure space, Parker has supported a number of clients in the electric power and natural gas and petroleum industries. For example, he supported a major oil company in optimizing a $12 billion capital project. Utilizing McKinsey’s Value Improvement (VI) approach, Parker helped the client capture $4.1 billion in value, pass a major stage gate in the project delivery process, and bypass cancellation. He also advised a leading uranium enrichment company on the capital expenditures associated with an active $4 billion construction project. By renegotiating contracts and implementing best-in-class contractor management tools and processes, the client reduced future capital expenditures by 30%.

Prior to joining McKinsey in 2005, Parker worked for Exxon Mobil Corporation in the treasurer’s department, where he was the lead financial analyst for a portfolio of chemicals assets in Southeast Asia and Australia. Parker also has experience as a supply chain analyst for Noble Corporation, where he helped design and implement a critical inventory and working capital management system that generated $30 million in annual savings while streamlining operations.
